Clan name:Taikini Type: Doujutsu/taijutsu Bloodline limit/Kekkei Genkai:Bokugan Description:a bloodline that has 3 stages.and increases the speed and reflexes at the first stage you have good reflexes and okay speed.at the second stage your speed increases and your reflexes stay the same.at the final stage and your speed and reflexes are at their peak level.but by doing so it puts an enourmus amount of stress on the body so you can't use it too long.if you do you willbe in the hospital for a while.

I'm assuming that by a few seconds you mean about 4 if the increase in time appears to improve by 3 seconds each?
I'm not so sure about being able to "see into the future", and I suspect it would lead to some unwanted god-moding because I doubt you would activate such a trait outside of battle.
And at the Genin level, you'd surely be able to activate both the first and second levels of it, and bloodline traits should use a fair amount of chakra if they are in stages. The first should be 1000 regardless because it seems to be a very powerful trait.

ALSO, using this kekkai genkai should have some kind of recurring damage to the body as you are forcefully increasing the speed the body is able to move at, and so it should have some after-effect on your character. So, add some kind of effect that damages your character when using the technique.
